How W&RSETA was established
The Wholesale & Retail Sector Education and Training Authority (W&RSETA) was established and registered in March 2000 in terms of the skills development Act of 1998.
In anticipation of registration as a seta, a board was selected with nominations being called via advertisements in National newspapers, and call to Employer and Employee bodies. Six employee and six employer representatives were finally voted into the board, and the first official board meeting took place on 4 May 2000, with one prior to registration on 14 March 2002.
The board, recognizing the need to get SETA up and running, and with no prior structure such as an industry Training Board in place, decided to outsource the functions of the SETA.. This model had been the basis of the business plan of the Wholesale and Retail SETA that had been ratified by the Minister of Labour.
A Governance and Representivity Committee and a Finance Committee headed by accountable Board members, was established, to ensure compliance to the Skills Development and Skills Development Levies Acts, and to ensure that the needs of the Wholesale and Retail Sector were met.
Other board committees were established, directing the core and non-core functions of the SETA, an acting CEO, Derek Kirsch, was employed by the Board, to manager the SETA, assist find a permanent incumbent and to finalise the Service Level Agreement with Deloitte And Touche SETA Services.
The Board and Management of the W&RSETA are cognizant of the need to meet the demands of the sector. To this end, working committees of employer and employee representatives were set up dealing with all the core areas of the sector for comment. In this way, it ensures that the Sector needs are addressed in everything that the SETA does.
W&RSETA submitted its Sector Skills Plan (SSP) on 31 August 2000. The submission of the SSP represents a further step by the W&RSETA in contributing to the National Skills Development Strategy objectives, with the plan being given a highly commendable rating by the Department of Labour.
The W&RSETA ETQA was accredited by the South African Qualifications Authority (SAQA) on the 14th of May 2001. The role of W&RSETA is to ensure quality learning provision within the wholesale and retail sector.
To date, W&RSETA has paid more than R 117,9 million to more than 1,700 companies. Five Learnerships were registered with the Department of Labou. To date, 630 Learners are participating in W&RSETA piloted Learnerships.
From relatively humble beginnings, W&RSETA has become one of the leading SETAs in the implementation of National Skills Development Strategy and fostering the development of skills of our workforce.
