Levy Grant System

The SETAs’ grant levy system is governed by the Skills Development Levies Act. The 1% companies’ levy contribution in skills development levies is distributed as followed:

The Grant Regulations which are reviewed as required stipulates the allocation of the levies towards grants and the administration of SETAs. are distributed as follows:

Bursaries

W&RSETA Bursary Scheme

To address some of the skills shortages identified in the Sector Skills Plan, the W&RSETA established a Bursary Scheme in 2011 which is administered by the National Students Financial Aid Scheme (NSFAS) and Career Wise. The Scheme is aimed at providing financial assistance to needy students to study wholesale and retail qualifications.

Contracts

The W&RSETA prescribes to all legislative requirement as indicated by National Treasury as such all contracts entered into are subject to The General Conditions of Contract (GCC). Special Conditions of Contract (SCC) relevant to a specific request/s, will be compiled separately and will supplement the GCC.

 

Skills Planning & Research

W&R in South Africa is regarded as a growth sector of the economy and a major employer. Statistically, it is a sector which is more volatile with respect to cyclical changes and global economic conditions than many other sectors. It is the fourth largest contributor to Gross Domestic Product (GDP) with a contribution of around 13.3% and employs around 19% of the total active workforce of the country.

About Skills Development Quality Assurance

The ETQA Regulations (Regulation Gazette 6290) defines an ETQA as:

'Education and Training Quality Assurance Body' means a body accredited in terms of section 5(1)(a)(ii) of the Act, responsible for monitoring and auditing achievements in terms of national standards or qualifications, and to which specific functions relating to the monitoring and auditing of national standards or qualifications have been assigned in terms of section 5(1)(b)(i) of the Act;

The Wholesale and Retail Sector Education and Training Authority (W&RSETA) was established in 2000 in terms of the Skills Development Act (as amended). The public entity aims to facilitate the skills development needs of the Wholesale and Retail (W&R) Sector through the implementation of learning programmes, disbursement of grants and monitoring of education and training as outlined in the National Skills Development Plan (NSDP).
